The Ohio Department Of Transportation (ODOT) has deemed Access Scioto Counties (ASC), no show and cancellation policy to harsh.

ASC Coordinator Larry Mullins in a letter dated September 25, informed Scioto County Commissioner Chairman Mike Crabtree of the policy revision.

“After review by the Ohio Department of Transportation Office of Transit (ODOT) of the current ASC No Show and Cancellation policy we were told that our policy is a little to harsh according to Federal Transit Administration (FTA) standards,” Mullins wrote, “In an effort to bring our No Show and Cancellation Policy in line with FTA standards I have revised our policy based on the recommendations from ODOT.”

The new ASC Cancellations and No Show Policy states, “passengers are required to call the ASC office with notification of any cancellation at least 30 minutes prior to their scheduled pick up time.

If an ASC vehicle arrives to pick up a passenger and that passenger cannot be located or has failed to cancel their trip at least 30 minutes prior to their scheduled pick up time, the passenger will be considered a no show.”

The policy states that on the first no show, the passenger will receive a letter from ASC. If a second no show occurs within 60 days a warning letter is sent to the passenger, “warning of actions that will be taken for any further no shows,” the policy reads.

If a third no show occurs within 60 days the passenger is put on a 10 day suspension from using the service. If a fourth no show occurs within 60 days the suspension is 30 days.

“If a passenger is reported as a no show all other trips scheduled for the passenger who no showed will be automatically cancelled until the passenger contacts the ASC office to confirm their schedule,” the policy states.

Passengers who wish to appeal any suspension from the service may do so by contacting the ASC coordinator within five days of the postmark of the notification letter.

The coordinator will then consider the appeal based on reasons given and past riding history of the passenger. The coordinator will respond to the appeal within five days.

At the Tuesday meeting of the Scioto County Commissioners the new policy was adopted and will now be implemented.
